so.. an Indian frigate found a pirate mother ship and sank it, yet people were able to escape on one of the speed boats...!

Does not sound like they were trying very hard, or they are incompetent. I suspect the 'rules of engagement' meant they still had to be polite etc.. but hey, when they shoot at your warship and you know you are dealing with the scourge, just blow the speedboats out the water next time will you ?

How to solve the piracy problem.

Set up a freighter ship as a trap. Sail through the area, let them board and have a nice surprise waiting for them. Any that don't get killed right away you capture alive. Then (with the help of a military force) you sail to Eyl, make an amphibious landing (complete with air support) and announce a public execution in 10 minutes. Shoot to kill anyone who tries to protest.

Line up those that were captured and shoot them dead in front of the population. Leave the bodies of the others who were killed earlier. Exit.

Public execution. I doubt anybody has the guts to do it though, and so we will be playing games for years to come, at huge expense and probably at the cost of more innocent crew members lives than a handful of pirates.
